Jerome "Jerry" Foster, CEO
- The management team is led by Jerome "Jerry" Foster, CEO with over twenty years of executive experience in the Independent Power Industry. The combined team has developed and financed over 700 million dollars .of independent power projects. management's expertise includes, engineering, permitting, financing, project management, construction management and operations.
Jerry served as President of Pentech Energy until he sold it in 2001. Prior founding Pentech, worked as an executive for Caterpillar, Inc. in the energy division. Jerry is a native Floridian and has an MBA.
Kaare Holm, Western Region President
- Kaare brings over 14 years of renewable project development experience to the group. He co-founded and led one of the few wind power development companies that were on the ground in Spain, when the wind power market there took off in the early 90’s. After initiating and developing 4 projects there, the company exited through a project sale to Gamesa (at the time a joint venture company with technology partner Vestas, the world’s largest wind turbine manufacturer).
Most recently, Kaare has been involved in various stages of development of biomass projects and utility scale solar projects. He has initiated over 100 MW of wind in Spain, over 800 MW of wind in the USA, and holds the record of most BLM land dedicated to renewable energy with over 45,000 acres placed under contract.
Allison DeFoor, Eastern Region President

Allison is has enjoyed a long and productive career in law, law enforcement, politics, the environment, and private industry. Currently State Coordinator for Earth Balance Inc. a company the designs, constructs, restores and manages sustainable ecosystems. Mr. DeFoor served as Governor Jeb Bush's "Everglades Czar", and in this role, put together the largest land restoration project in world history DeFoor holds a B. A. in Geography and an M. A. in Criminology from USF.
After earning a law degree from Stetson University in 1978, DeFoor began a long and productive legal career in the Florida Keys, serving as assistant public defender and in the state's attorney's office. In 1982 at the age of 28 he was elected Judge of the Monroe County Court, serving until 1987. In 1988 DeFoor was elected Sheriff of Monroe County, serving until 1990 when he resigned to accept Gov. Bob Martinez's offer to run as his running-mate for Lieutenant Governor. In the 1990's DeFoor practiced law, was active in state and national Republican affairs, and served on numerous profit and non-profit boards of directors, including the Museum of Florida History Foundation, the Florida Historical Society, and the Florida Humanities Council.
Colleen Castille, VP Business Development

Colleen brings a long history of environmental protection to the Energy Integration Group team. As Vice President for Business Development, Ms. Castille works to enhance the knowledge of individuals, corporations, and organizations about green energy techniques which utilize renewable, reusable and recycled material technologies and practices to generate energy on a large scale.
Previously, Ms. Castille served under Governor Jeb Bush as Secretary of the Florida Department of Environmental Protection. As Secretary, Ms. Castille oversaw the implementation of Florida’s air and water quality improvement programs, as well as the nation’s largest conservation land acquisition program. She also co-chaired the South Florida Ecosystem Restoration Management Task Force, which led a $10 billion clean-up of America’s Everglades, and headed the team responsible for passing the 2006 Florida Energy Act which provided $100 million in grants and tax credits over four years.

Kevin McSpadden, Attorney/Consultant

Kevin McSpadden is an attorney in private practice based in Los Angeles, California, primarily representing renewable energy developers. Mr. McSpadden has experience in the disciplines of mergers and acquisitions, capital markets, project finance, regulatory, legislative, corporate, energy and environmental legal representation. Mr. McSpadden has many years practicing before regulatory agencies; in particular, the Federal Energy Regulatory Commission, the California Energy Commission, the California Public Utilities Commission, and the South Coast Air Quality Management District. Mr. McSpadden has been practicing as an attorney in the utility/energy field for more than 20 years. Prior to starting his own practice, Mr. McSpadden was an attorney in the Global Project Finance Department of Milbank, Tweed, Hadley & McCloy LLP based in the firm’s Los Angeles and New York offices for over 10 years.
Mr. McSpadden has extensive experience in representing clients in matters related to the structuring, development and financing of energy infrastructure and power generation projects involving a wide range of fuels (geothermal, wind, biomass, solar, solid waste, methane, hydro, and gas). He has extensive experience in the structuring and negotiating of a wide variety of energy related commercial transactions in both the private and public sectors, including wholesale and retail gas and electric commodity supply agreements, energy aggregation programs, HVAC and demand side management projects and financing arrangements, as well as large scale e-commerce transactions involving advanced utility metering and communications systems.
Mr. McSpadden has spoken at national and international energy conferences concerning energy policy, development, financing and commercial transactions. Mr. McSpadden received a Bachelor of Business Administration from Baylor University and a Juris Doctor from Tulane University School of Law. He is admitted to practice in California and the District of Columbia.
Kevin Davis, Director of External Affairs
- Kevin brings extensive experience in the fields such as government relations and public relations to EIG. Kevin has also worked closely with many statewide and federal elected officials as well, having also worked for the U.S. House of Representatives, assisting the legislative staff of the 50th District in California.
He earned his B.A. degree in Politial Science from Point Loma Nazarene University in San Diego and has also conducted graduate studies in International Affairs at the Catholic University of America, in Washington, D.C.
